Instructions
- Melt Butter and Cook Beef: Melt the unsalted butter in a medium skillet set over medium heat. Add the roughly cut ribbons of dried beef and cook for 2-3 minutes until the beef darkens in color and starts to crisp slightly, releasing its flavors.
- Add Flour and Spices: Stir in the all-purpose flour, black pepper, salt (if using), cayenne pepper, and a pinch of ground nutmeg. Cook the mixture for about 2 minutes, stirring frequently, until it becomes golden and fragrant, which helps remove the raw flour taste.
- Add and Whisk Milk: Gradually stir in the room temperature milk while whisking continuously to avoid lumps. Continue to whisk for 5 minutes until the sauce starts to simmer and thickens to a consistency that can coat the back of a spoon. Once thickened, remove the skillet from heat.
